If he is as good as you say he is, then you may want to buy him a custom made ping pong paddle. There are many different combination of paddle and rubber/sponges that can be put together. If you go to ebay and look under ping pong paddles, you can find a company called "PingPong Sky". They have a variety of custom made ping pong paddles that are nice and well under $189.
Which one to choose depends on how your Dad like's to play. Does he like to spin and ball a lot? Does he play more defensively? Does he like the "power" game? Does he play away from the table and "loop" the ball.
Just make your best guess at what type of player he is or would like to be and look at the various combination of custom ping pong paddles. I'm sure you'll find one that's within your budget and one that he will love.
The beauty of a custom ping pong paddle is that when the rubber of your dad's paddle starts to wear out, he can just buy new rubber sheets of HIS CHOICE and use the special glue to put it on himself.
References :
I'm an avid ping pong player who just bought a great custom ping pong paddle for only $55!! (That includes the paddle, a case, edge tape, and plastic protective covering)

There are many excellent paddles out there. If you want to buy one on the cheap, I suggest buying a pre-made paddle such as the DONIC Racket Top Teams 800 FL if your dad is still playing with a pips-out paddle. Table Tennis Pioneers is a great website for ping pong products. http://www.ping-pong.com/ttpioneers.php
References :
http://www.ping-pong.com/ttpioneers.php
